David was born in downtown Charleston and raised in Hanahan. He attended Fishburne Elementary 1st through 7th and proudly graduated from Hanahan High in 1976. David has two boys and two girls and was blessed with identical twin granddaughters in June of this year!

David started his career at the former Charleston Naval Shipyard in 1977 as a Marine Machinery Mechanic apprentice, graduating with a four-year Department of Labor diploma in 1981. He was placed in the Nuclear Refueling program, quickly rising through the ranks as a Nuclear Piping and Mechanical Systems Inspector, a First line Nuclear Supervisor, and eventually the Refueling Department General Foreman. Upon the closing of the Shipyard due to the Base realignment and Closure committee (BRAC), David took a position at NAS Jacksonville and was fortunate to then get in on the standing up of Naval Facilities Engineering Command Southeast (NAVFAC SE). The NAVFAC COMMANDS would provide Engineering and Base Operating Support for all Naval Installations Worldwide, divided and designated by region. He was offered and gladly accepted the role of Facility Service and Construction Manager at NAVFAC SE PWD Charleston at the Naval Weapons Station. He then spent several years in a rotation of all PWD Department Head positions, gaining valuable knowledge of all PWD support and functions. David ended his career serving as the NAVFAC Pacific Base Support, Vehicle and Equipment Product Line Team Manager (BSVE PLTM) at Joint Base Pearl Harbor Hickam May 2013 after 36 years in the Department of Defense.

David then joined the Berkeley County School District as the Capital Improvements Project Manager for 5 years. I provided the management and oversight of all capital projects throughout the district. He worked directly with the School Board to provide cost estimates and gain approval for project advertisement and procurement.

Starting October 2022, David had the pleasure of overseeing the multiple capital projects as the City of Hanahan Project Manager. Since July 2025, he has been overseeing the Hanahan Public Works Department. PWD Hanahan is responsible for garbage, yard debris, brown goods collection and the maintenance and repair all the City’s vehicles and equipment.

David enjoys the outdoors, fishing and hunting, sports, oyster roasts, cooking, baking, and spending time with family and friends.
