Human Resources Director

General Summary:

 This exempt position is responsible for the coordination and implementation of all Human Resource functions within the City. This position reports directly to the City Administrator. Under limited direction and in compliance with local, state and federal personnel policies and regulations, payroll, employee recruitment and relations, policy development, and any other tasks.

Essential Job Functions:

  • Oversees the Payroll and Accounts Payable Clerk, and the processing of payroll, deductions, and other payroll matters. Audits payroll to ensure accuracy.
  • Assists department heads and representatives with employee recruitment, selection process; administers new employee orientation, and prepares orientation packets, explains benefits, assists new hires in the completion of required documents. Processes, manages, and updates new hire enrollment, open enrollment, and/or verifications for health and other benefits programs.
  • Works in collaboration with department heads, representatives, and supervisors throughout the city to provide effective and thoughtful resolutions to organizational issues that impact employees.  Promotes a culture of growth, training, safety, and employee engagement.
  • Receive, review, and reconcile all HR related invoices, such as health and dental premiums. Prepare and monitor budgets for such items, including payroll and applicable payroll and fringe costs. Ensure the payroll and other expenses are within budget constraints.
  • Manages all benefits, including updating benefit changes, reclassifications, new hires, terminations, and disciplinary actions.  
  • Manage the Employee Handbook and policies and procedures, updating as necessary.
  • Exercises responsibility for the maintenance of important departmental and personnel records. Prepares periodic reports and analysis of personnel data, such as salary, benefits, and budgetary costs related to personnel.
  • Addresses personnel issues for the city, as the subject matter expert. Aids with disciplinary actions, including performance improvement plans and personnel counseling, coordinates investigations and prepares related documentation for grievance hearings, unemployment hearings, etc.
  • Verifies employment status, dates of employment and salary information as requested.
  • Responsible for all federal and state compliance and reporting, including but not limited to EEO, FLSA, ADA, FMLA, WC and employee assistance.

Perform other duties as assigned.

Educational and Experience Qualifications:

Bachelor’s degree in Human Resources and/or Public Administration or related field

Five (5) to seven (7) years in human resources, preferably in a municipal setting

Personnel management and policy development is strongly preferred

Driver's License Requirements

Valid South Carolina Class D Driver's License.

Supervisory Responsibilities

  • Supervision of the Payroll/ AP Clerk

Knowledge, Skills and Abilities:

  • Substantial knowledge of Human Resources and municipal personnel administration concepts, and best practices.
  • Knowledge of general laws, South Carolina laws, federal laws as they pertain to labor relations and the rights of the employee.
  • Must be able to maintain strict confidentiality in dealing with sensitive employee information.
  • Ability to deal appropriately and tactfully with colleagues, labor counsel, and public.
  • Ability to work independently, give presentations, communicate effectively, keep accurate records, perform in a fast-paced environment, while adhering to strict deadlines, and work with the current accounting and payroll software.
  • Excellent planning, organizational and time management skills, and attentive to details.

Working Conditions

Primary Work Location:  Office environment with occasional trips to outlying city facilities.

Physical Demands: 

Continuously requires hearing, vision, and talking. Frequently requires carrying, fine dexterity, handling/grasping, lifting, pushing/pulling, reaching, twisting, bending, sitting, standing, walking, and foot controls. Occasionally requires climbing, crouching, kneeling, and balancing. Light strength demands include exerting up to 0 pounds frequently and up to 20 pounds occasionally.

Mental Demands: 

Frequently requires performing multiple tasks simultaneously, tedious or exacting work, and working closely with others as part of a team. Occasionally requires time pressures, frequent change of tasks, noisy/distracting environment, emergency situations, and working an irregular schedule/overtime.
